If the Department determines that an application is incomplete, the information required to render the application complete shall be requested of the applicant in writing within fifteen (15) calendar days of the application's filing. The request shall specify what additional information is required. Failure to provide the requested information within fifteen (15) calendar days will result in administrative withdrawal of the application unless the applicant has requested the Department's review be deferred. Notice of such administrative withdrawal shall be furnished to the applicant and the administrative withdrawal or requested deferral shall be published on the Department's website. When an application is administratively withdrawn, the applicant is barred from proceeding with the project until a new application is submitted, deemed complete, reviewed, and a CON is issued by the Department.
