If a dead fetus was delivered outside an institution and is not subject to the jurisdiction of the coroner or medical examiner, the report shall be prepared and submitted to the State Registrar by one of the following in the indicated order of priority:
1. The physician in attendance at or immediately after the delivery, or in the absence of such a person.2. Any other person in attendance at or immediately after the delivery, or in the absence of such a person,3. The father or mother, or in the absence of the father and the inability of the mother, the person in charge of the premises where the delivery occurred.15 Miss. Code. R. 5-85-5.2.4
