In all cases where a birth occurred outside a licensed healthcare facility with no licensed healthcare provider or verifiable midwife in attendance or available immediately after the birth, a representative of the State Registrar shall make a home visit and obtain or review the following proofs for the filing of the certificate:
1. A state issued picture identification of parents, or in the absence of that other picture identification acceptable to the State Registrar,2. Prenatal care or medical records confirming pregnancy, or two notarized affidavits of persons who were aware of the pregnancy and the estimated date of delivery,3. Two affidavits from persons present at the birth or soon after who can verify date and place of birth. The place of birth must be in Mississippi to be filed as a Mississippi birth certificate. One affidavit must be from someone other than a listed or alleged parent, preferably a health care provider,4. Proof of a live born child,5. Other proof may be required, at the discretion of the State Registrar, when there is doubt about parentage, date of birth, or place of birth.15 Miss. Code. R. 5-85-3.6.2
