Notwithstanding the requirement for a hearing, the Director may, if he determines that public health is threatened, issue any such orders as are deemed necessary to protect the public health, including, but not limited to, orders to individual(s) to cease all actions as a Certified Tester of backflow prevention devices in the State of Mississippi.
