Residential and Groups Camps shall have one counselor to 10 campers. Individuals who are at least 16 years of age may be used as adjuncts to the counselor staff. However, these individuals shall not be included in meeting the specified counselor to camper ratio requirements. Camps including special needs campers shall have counselors to the special needs campers at a ratio of 1 to 5.
