If, as a result of a written complaint, the division considers a personalized character combination currently in use to be obscene, indecent, or immoral, the owner of the character combination must be notified, in writing, of the following:
A. that a complaint has been received regarding the character combination;B. the nature of the complaint;C. that the division finds the complaint to be valid;D. the reason the division finds the complaint to be valid;E. that the character combination is no longer valid after 30 days from the date the notice was mailed; andF. that the owner of the plate is entitled to:(1) a different personalized character combination for no additional fee; or(2) a replacement regular plate for no additional fee and a prorated refund of the application fee if the personalized plate is returned within the first five years of original issuance, as follows: (a) first year, 100 percent;(b) second year, 80 percent;(c) third year, 60 percent;(d) fourth year, 40 percent;(e) fifth year, 20 percent; or(f) sixth and seventh years, zero percent.Minn.
