Misconduct within the meaning of Minnesota Statutes, section 326.11, subdivision 1, shall include any act or practice in violation of the rules of professional conduct in this chapter. A licensee or certifcate holder shall not engage in conduct involving bribery, collusion, corruption, fraud, or malfeasance.
