Section 26.11.19.07-1 - Control of VOC Emissions from Solid Resin Decorative Surface ManufacturingA. Definitions. In this regulation, the following terms have the meanings indicated: (1) "Particle plant operation" means a SRDS operation where cured resin sheets are pulverized into particles to be used in the manufacture of decorative surfaces.(2) "Related operations" means a VOC emitting installation located at a solid resin decorative surface manufacturing facility other than a particle plant operation, shaped goods plant, SRDS operation, or high pressure laminate (HPL) operation.(3) "Shaped goods plant" means a process in which resins are mixed with a catalyst and other ingredients, shaped into a mold, and cured to produce a shaped product such as a sink.(4) "Solid resin decorative surface (SRDS) operation" means a process where resins are mixed with a catalyst and other ingredients, formed into a sheet, and cured.B. Applicability. This regulation applies to a person who owns or operates a solid resin decorative surface manufacturing facility that is a major stationary source of VOC.C. General Requirements for SRDS Operations. A person who owns or operates an SRDS operation subject to this regulation shall: (1) Vent the curing oven exhaust at each SRDS operation into a VOC control system consisting of a condenser and carbon adsorber unit, or other control system that is maintained and operated to reduce VOC emissions from the curing oven exhaust by 75 percent or more; and(2) Take all reasonable precautions to minimize VOC emissions from the SRDS operation mixing vessels and storage tanks including: (a) The use of covers on mixers to minimize evaporative losses except when adding or emptying materials,(b) Operator training in procedures to minimize spills and evaporative losses during the mixing and transferring of VOC containing materials,(c) Implementing programs to minimize the quantity of VOC-based materials used to clean lines or equipment,(d) Storing VOC-contaminated cloth or paper in closed containers, and(e) Implementing an effective leak inspection and maintenance program that includes monthly inspections of equipment such as storage tanks, process equipment, pumps, compressors, valves, flanges, and other pipe fittings for leaks.D. General Requirements for Particle Plant Operations. A person who owns or operates a particle plant operation subject to this regulation shall: (1) Vent the curing oven exhaust at each particle plant operation into a VOC control system consisting of a carbon adsorber unit or other control system that is maintained and operated to reduce VOC emissions from the curing oven exhaust by 75 percent or more; and(2) Take all reasonable precautions to minimize VOC emissions from the particle plant operation mixing vessels and storage tanks as specified in §C(2) of this regulation for SRDS operations.E. General Requirements for Shaped Goods Plants. A person who owns or operates a shaped goods plant subject to this regulation shall take all reasonable precautions to minimize VOC emissions as specified in §C(2) of this regulation for SRDS operations.F. General Requirements For Related Operations. A person who owns or operates related operations subject to this regulation shall reduce VOC emissions by taking all reasonable precautions as specified in §C(2) of this regulation for SRDS operations.G. Additional Requirements for VOC Storage Tanks. Raw material storage tanks containing VOC or VOC-containing materials shall be equipped with vapor balance lines or conservation vents to minimize working and breathing losses.
H. Reporting and Record-Keeping Requirements. Reporting and record-keeping requirements for affected sources are established in the source's permit to operate.Md. Code Regs. 26.11.19.07-1
