Section 26.11.19.03 - Automotive and Light-Duty Truck Coating
A. Definitions. In this regulation, the following terms have the meanings indicated:
(1) "Automobile" means a passenger car or passenger car derivative capable of seating 12 or fewer passengers.
(2) Automobile and Light-Duty Truck Coating.
(a) "Automobile and light-duty truck coating" means an operation that deposits a coating on vehicle parts for eventual inclusion into a finished product ready for sale to vehicle dealers.
(b) "Automobile and light-duty truck coating" does not include wheel coatings, anti-rust coatings, truck coatings, interior coatings, flexible coatings, sealers, and plastic parts coatings.
(3) "Final repair" means the final coating applied to correct topcoat imperfections.
(4) Light-Duty Truck.
(a) "Light-duty truck" means a motor vehicle rated at 8,500 pounds (3,864 kilograms) gross weight or less which is designed primarily for purposes of transportation of property or is a derivative of such a vehicle.
(b) "Light-duty truck" includes pickups, vans, and window vans.
(5) "Primer surfacer" means the coating applied after the primer application and before the topcoat operation on an automotive or light-duty truck part.
(6) "Topcoat" means the final coating applied for the purpose of establishing the color and protective surface, including the ground coat and paint sealer materials.
B. Emission Standards.
(1) Refinishers, body shops, and customizers are not subject to this regulation.
(2) A person may not cause or permit the discharge into the atmosphere of VOC from an automobile or light-duty truck coating installation in excess of the following emission standards:
