Section 16.02.05.06 - Judicial ReviewA. Requisites. Unless otherwise agreed to by the parties, a party may not seek judicial review of a decision of the Secretary unless:(1) The party has filed exceptions with the Secretary to the proposed decision; and(2) The Secretary has rendered a final decision.B.
