The Commission will allocate the reasonable accrual increment cost of all benefits mandated by this Rule to ratepayers through charges to be collected by the transmission and distribution utility.
The Commission will determine the reasonable costs described in §5 A, during an appropriate ratemaking proceeding.
The recoverable costs of the employee transition benefits program will be reflected in rates after electric restructuring is implemented on March 1, 2000.
Both the costs of the program and the revenues collected will be accounted for by a benefits administrator in the utility's Human Resources Department or other relevant department. Costs and collections for the program will be accounted for in separately identifiable accounts so that they can be reported to the Commission if requested.
