The purpose of this Chapter is to exempt certain telephone utilities, with respect to specific services, from the statutory requirements that a utility file, and the Commission approve, schedules of rates, terms and conditions. This Chapter also establishes conditions under which the Commission may grant additional exemptions or revoke exemptions.
