Section 191-20-E - ENFORCEMENT1. Citations and Fines: A citation for violations of these rules will be issued to the operator/owner of the vehicle. The amount of the fine will be as stipulated in 34B MRSA § 1411. 2. Towing: Towing of a vehicle may be authorized when the nature of the violation is deemed serious by the Safety Department. An attempt to contact the owner of the vehicle will be made before towing is requested. The cost of towing is the responsibility of the vehicle's owner.14- 191 C.M.R. ch. 20, § E
