Section 144-203-11 - JURISDICTION;DISTRICT COURTA. Jurisdiction. The District Court shall conduct hearings on all matters concerning violations by tobacco licensees of any state law related to tobacco sales. Notwithstanding 5 MRSA §10051, the District Court has exclusive jurisdiction over all violations of these rules by licensees and their agents or employees when no criminal penalty is provided.B.
