The purpose of the original rules for the Community Services Block Grant Program was to implement on a State and local level Title VI of the Omnibus Budget Reconciliation Act of 1981, 42 U.S.C. Section 9901et seq. That Act establishes a five-year Community services Block Grant Program through which federal grants will be made to states in order to provide a range of services and activities having a measurable and potentially major impact on causes of poverty in the community.
These rules were amended to improve upon the Community Services Block Grant Program and to implement the Maine Community Services Act , 5 M.R.S.A. Section3511et seq. and the Human Services Reauthorization Act ( P.L. 98-558). These rules are applicable to all agencies which have been designated or have applied for designation as eligible to receive Community Services Block Grant funds.
