The commissioner may not grant an exemption for a term exceeding 5 years but may renew an exemption for one or more additional terms of 5 years or less upon re-application in accordance with this rule. In seeking renewal, the burden is on the applicant to demonstrate that the product continues to qualify for exemption under the criteria of this rule and that all conditions of the original exemption approval have been met.
