Section 096-600-11 - Land Based Oil Terminal Facility Staff TrainingA. Persons directly involved in the day to day operations of an oil terminal facility shall be trained and experienced in the proper operations, procedures and required maintenance of the facility, and in procedures to respond to discharges of oil. Each facility shall appoint an individual who is responsible for oil discharge prevention and accountable for any oil discharge. This individual shall schedule training sessions for operational personnel to ensure a complete understanding of the federal Spill Prevention, Control and Countermeasures (SPCC) plan, OPA 90, and any applicable contingency plan.B. Personnel directly involved in the day to day operations of an oil terminal facility shall be trained annually on the requirements of this Chapter.C. Upon request of the Commissioner, records must be made available indicating the titles, job descriptions, and training summaries of those employees required to receive the training found in paragraph (A) above.
