Section 096-534-16 - Draft Findings and DecisionA. The Presiding Officer will prepare a draft decision that will be provided to the parties at least 30 days prior to issuing a final decision. The parties may submit comments on the draft decision to the Presiding Officer. These written comments will be due within thirty days of receipt of the draft decision and copies must be provided to all other parties and the Presiding Officer. Comments on the draft decision may not include or reference evidence that is outside of the record.B. The comments may contain: (1) A statement of the party's position and the reason for it;(2) A listing of any alleged errors or omissions made by the Presiding Officer during the hearing; and(3) Any relevant legal arguments the party wishes to offer.06-096 C.M.R. ch. 534, § 16
