The operating license for each facility which includes an affected source must be amended to include an emission control plan and require compliance with all applicable requirements and provisions of this Chapter through the issuance of an initial operating license, minor modification, or major modification, as applicable, pursuant to 06 096 C.M.R. ch. 115 and 06-096 C.M.R. ch. 140 of the Department's rules.
