Any source may achieve compliance with the fuel sulfur limitations of Section 3 by means of blending low sulfur fuel with a higher sulfur fuel, proportioned on the basis of relative heat content of each fuel.
NOTE: Fuel blending is considered to be mixing of fuels by mechanical devices.
