This regulation shall apply to those persons who distribute, import, offer for sale, or blend fossil fuels in Maine and to fuel burning sources in the State of Maine which are not required to achieve the lower emission rates of New Source Performance Standards or as required to satisfy the case-by-case requirements of Best Available Control Technology or other requirements that may impose more stringent sulfur limitations.
