"Air Quality Related Values" means all those values possessed by a Class I area except those that are not affected by changes in air quality and include all those assets of an area whose vitality, significance, or integrity is dependent in some way upon the air environment. Those values include visibility and those scenic, cultural, biological, and recreational resources of an area that are affected by air quality.
