The provisions of 40 C. F. R. Part 60. 15(f)(1) through (3) shall determine if reconstruction has taken place. "Reconstruction" shall be presumed to have taken place where the fixed capital cost of the new component exceeds 50% of the fixed capital cost of a comparable entirely new emissions unit.
