Subsection 071-119-8.1 - De Novo Hearing; Burden of Proof

The adjudicatory proceeding shall be a de novo proceeding at which the applicant has the burden of proof. The hearing officer shall attach no presumptions or particular weight to prior decisions or recommendations in the matter.
