Title 9-B M.R.S.A.§241(8) states the Superintendent may adopt rules to implement the prohibition on the operation of a deposit production office in Maine. Rules adopted pursuant to this § 241(8) are routine technical rules as defined in 5 M.R.S.A., Chapter 375, subchapter II-A.
