Section 020-2-1 - Scope of RulesA. These rules and regulations shall govern all public hearings conducted by the Agricultural Bargaining Board (hereinafter "the Board") concerned with the petition by an association of producers (hereinafter "the petitioner") desiring qualification, pursuant to 13 MRSA S 1957, and concerned with the revocation by the Board of the qualification of an association pursuant to 13 MRSA S 1957(7). These rules and regulations shall be liberally construed to secure the just, speedy and inexpensive adjudication of such matters. In special cases, where good cause appears, the Board may permit deviation from these rules insofar as it may find compliance therewith to be impracticable or unnecessary.01- 020 C.M.R. ch. 2, § 1
