Section 001-11-3 - ParticipationA. All applicants filing a request to intervene shall be considered parties to the proceeding. The Commissioner may, by order, allow any other interested person, or any other agency of federal# state or local government, to intervene and participate as a full or limited party to the proceeding. This subsection shall not be construed to limit public participation in the proceeding in any other capacity.B. Where appropriate the commissioner may require consolidations of presentations of evidence and argument by persons allowed to intervene under subsections A,.C.
