Section XXIII-373 - Receipt, Opening and Recording of BidsA. Upon receipt, all bids and modified bids will be time-stamped, but not opened. They shall be stored in a secure place until time for bid opening.B. Bids and modified bids shall be publicly opened and publicly read at the time and place designated in the invitation for bids if prospective bidders attend the bid opening.C. The names of the bidders and the bid price shall be read aloud or otherwise be made available and shall be recorded.D. Bidders may attend the bid opening but no information or opinion concerning the ultimate award will be given at the bid opening or during the evaluation process.La. Admin. Code tit. 70, § XXIII-373
