Section XXIII-311 - Adoption and Amendment of RulesA. These rules of procedure shall be reviewed and revised as determined necessary by the board. All rulemaking authority shall be exercised by the board. In the exercise of the rulemaking authority to adopt or amend rules, a two-thirds vote cast by the board is required. The procedure set forth in the Louisiana Administrative Procedure Act, R.S. 49:950 et seq., shall be followed in the adoption or amendment of the rules.La. Admin. Code tit. 46, § XXIII-311
