Section XLI-1113 - Racing Secretary Authority to Enter and Start Stakes RaceA. If the racing secretary is unable to communicate with all proper parties in an attempt to obtain a declaration from a partnership, he may authorize a horse involved in a partnership to enter and to start in a stakes race without a declaration from a partnership.La.
