A. This Chapter prescribes rules governing the reporting of any failure in a pipeline system subject to these regulations in which there is an escape of carbon dioxide transported, resulting in any one or more of the following: 1. any potential dangers to human beings and/or animals from the escaped material;3. bodily harm to any person resulting in one or more of the following:a. loss of consciousness;b. necessity to carry a person from the scene;c. necessity for medical treatment;d. disability which prevents the discharge of normal duties or the pursuit of normal duties beyond the day of the accident;4. estimated property damage to the property of the operator or others, or both, exceeding $122,000.La.
