A. The Louisiana State Legislature has determined that a major impediment to the economy of the state is the lack of an adequate number of people in the workforce with sufficient on-the-job training to find and keep good paying jobs already present as well as those that would be here if more of the workforce was of higher quality. The purpose of this tax credit is to provide an incentive for businesses to employ apprentices with a goal toward providing such a workforce.La. Admin. Code tit. 40, § IX-705
