Section XIII-10329 - Horse Locked in Gate; Refuses to StartA. If a horse refuses to break, or wheels or props at the start, there shall be no refund; but if one horse, or more, is prevented from leaving the post at the start because of being locked in the gate, the money wagered on the horse, or horses, locked in the gate shall be deducted from the pool and refunded.La.
