Section III-2103 - Nomination and AppointmentA. There shall be three stewards for each race meeting, one of whom shall be appointed by the commission and two of whom shall be nominated by the association for approval by the commission. Names of an association's nominees for steward shall be submitted at the time of application for its association license, if possible. In all cases, the names must be submitted no later than 30 days before commencement of a race meeting and be accompanied by biographical data setting out the experience and qualifications of the nominees. The association shall submit successive nominees until two persons are approved by the commission as qualified to serve as stewards. No steward shall serve until approved by the commission, which shall not withhold its approval except for just cause.La. Admin. Code tit. 35, § III-2103
