Each eligible institution shall be permitted to spend up to 4% of the funds allocated to it under the program to meet expenses which are directly attributable to development or enhancement of the program and to the operation and management thereof. Each eligible institution shall maintain information relating to these administrative records and shall provide the information to the state board as requested.
