Solicitation of rides, commonly known as hitchhiking, on any portion of the turnpike is prohibited. Loitering in or about toll plazas or any other portion of the turnpike is prohibited. Stopping of vehicles by patrons for the purpose of picking up or discharging hitchhikers is prohibited.
