Rule 421-31.3 - Program funding distribution

(1) The division shall distribute funds available for this program through the following methods:

a. Competitive grants.

b. Formula-based allocations.

c. Sole source contracts.

(2) Funding through any of the methods listed in subrule 31.3(1) may be on an annual or multiyear basis.
