Sec. 5.
(a) The board may require the applicant to make a personal appearance before the board or a member of the board prior to issuing a license by examination.(b) If the applicant appears before a member of the board, the member of the board shall make a finding of the appearance and recommend the approval or disapproval of the issuance of a license by examination.
