Sec. 16.
(a) The secretary of state shall charge a fee of twenty dollars ($20), or five percent (5%) of the face amount of the check, whichever is greater, but not to exceed two hundred fifty dollars ($250) as a handling charge for returned checks.(b) If additional dealer plates are not approved after investigation, there will be no refund for issued temporary dealer permits.
