Sec. 2.
(a) Upon the filing of a complaint or in the event the appointed hearing examiner is unable to continue to serve, the executive director shall appoint a hearing examiner.(b) Until the case is transferred to the board, the hearing examiner shall have all authority vested in administrative law judges pursuant to IC 4-21.5-3.(c) The issuance of the hearing examiner's recommended order shall operate to transfer the case to the board.
