Sec. 19.
(a) If the department determines an applicant meets: (1) the requirements under sections [section] 1.4, 1.6, 1.8, 4.1, or 6.1 of this rule to be eligible to serve students with English as a new language; and(2) all other applicable requirements under this title; the license shall list "English as a new language" as a content area.
