Sec. 6.
(a) Except as provided in subsection (b), parental consent must be obtained before personally identifiable information is:(1) disclosed to anyone other than the officials of the participating agency collecting or using early intervention information; or(2) used for any purpose other than meeting the requirements of the early intervention system.(b) The SPOE shall not release information from a child's early intervention records to other participating agencies without parental consent unless authorized under the Family Educational Rights and Privacy Act, codified at 20 U.S.C. 1232g, and the implementing regulations found at 34 CFR 99.
