Sec. 1.
(a) Except as provided in subsection (b), this rule applies to the owner or operator of each new pitch storage tank and new or existing potline, paste production plant, or anode bake furnace associated with primary aluminum production that is located at a major source as defined in 40 CFR 63.2 *.(b) An owner or operator of an affected facility (potroom group or anode bake furnace) under 40 CFR 60.190 * may elect to comply with either the requirements of 40 CFR 63.845 or 40 CFR 60, Subpart S*.(c) The air pollution control board incorporates by reference 40 CFR 63, Subpart LL*, national emission standards for hazardous air pollutants for primary aluminum reduction plants. *These documents are incorporated by reference.
