Sec. 1.
(a) This rule governs actuals plantwide applicability limitations (PAL). A source that is subject to P.L. 231-2003, SECTION 6 shall comply with the requirements of 326 IAC 2-2.6.(b) The department may approve the use of an actuals PAL for any existing major stationary source if the PAL meets the requirements in this rule.(c) Any physical change in or change in the method of operation of a major stationary source that maintains its total source-wide emissions below the PAL level, that meets the requirements in this rule, and that complies with the PAL permit: (1) is not a major modification for the PAL pollutant; (2) does not have to be approved through 326 IAC 2-2; and(3) is not subject to 326 IAC 2-2-8(a)(3).(d) Except as provided under subsection (c)(3), a major stationary source shall continue to comply with all applicable federal or state requirements, emission limitations, and work practice requirements that were established prior to the effective date of the PAL.
