Sec. 13.
(a) This section prohibits the placement or use of any foreign materials not expressly authorized under this article to plug a well.(b) Except for an unavoidable loss of drilling and logging tools, production equipment, or damaged casing obstructing a well bore, an owner or operator shall not place or allow any unauthorized material in an unplugged well to fill or bridge the hole.
