Sec. 3.
An owner or operator who sells or transfers a well shall be responsible for submitting the report under this rule for the portion of the reporting period on and before the effective date of the transfer of the permit to another owner or operator. The new owner or operator shall be responsible for submitting the report under this rule for the portion of the reporting period after the effective date of the transfer of the permit to the new owner.
