Sec. 3.
The division of forestry may refuse to issue a timber buyer registration certificate to an applicant that has done any of the following within ten (10) years before filing the application:
(1) Been convicted of robbery, burglary, arson, forgery, fraud, or another felony by which the applicant deprived or sought to deprive another person of property by force or deception.
