Section 7000.20 - Grant Accountability and Transparency Unit (GATU)a) Under Section 55(b) of the Act, the Governor's Office of Management and Budget (GOMB) shall establish a centralized unit within GOMB known as the Grant Accountability and Transparency Unit.b) GATU will be responsible for adopting rules, implementing a State-wide grants management framework for compliance with the rules, and monitoring the implemented framework.c) GATU will be funded with a portion of the administrative funds provided under existing and future State, federal pass-through, and federal grants. State agency charges will be allocated through a revolving fund named the GATA Fund. State agency charges will be based on the actual cost of the services provided in accordance with applicable federal cost principles contained in the Uniform Requirements. [30 ILCS 708/55(b) ] The GATA Fund may include catch-up billings for prior fiscal year amounts due. State agencies can use appropriations from the fiscal year in which the catch-up billing is issued. (See 30 ILCS 105/25(i).)d) GATA will not cause a reduction in the amount of State or federal awards that have been or will be directed to State agencies or public institutions of higher education.
