Section 1400.530 - Joint Purchasing
a) The Treasurer's office may, without soliciting independent bids, proposals or responses, procure goods and services from vendors selected by the Department of Central Management Services (CMS), the federal General Services Administration, or another governmental unit in accordance with a competitive selection process established pursuant to the Governmental Joint Purchasing Act [30 ILCS 525 ].
b) The Treasurer's office may enter into agreements to make joint purchases pursuant to the Governmental Joint Purchasing Act and may act as a lead state or a participant state. The purchases of all personal property, supplies and services under the Governmental Joint Purchasing Act, except for small purchases, shall be based on competitive solicitations. All purchases, orders or contracts shall be awarded to the lowest responsible bidder or highest-ranked offeror, taking into consideration the qualities of the articles or services supplied, their conformity with the specifications, their suitability to the requirements of the participating governmental units and the delivery terms. c) The Treasurer's office may procure goods or services through awards made by any cooperatives and consortia approved for use by the Chief Procurement Officer or the Chief Procurement Officer for General Services. Where practicable, including where the cooperative or consortium may have made multiple awards for the same good or service, the Treasurer's office shall:
1) select the vendor that represents the low cost or best value for the good or service; and
2) maximize competition by soliciting quotes or other information where the low cost or best value is not apparent on the face of the award made by the cooperative or consortium.
