Section 700.170 - Public Participation and Commentsa) Except for emergency, peremptory or rules required by Section 5-15 of the Illinois Administrative Procedure Act (Ill. Rev. Stat. 1991, ch. 127, pars. 1005-15, 1005-45, and 1005-50) the Director shall utilize one of the following procedures in seeking public comments when proposing rules, amendments or repealers:1) A public hearing before the Director or his/her authorized representative.2) A public hearing before a departmental or statutorily established advisory board or committee.3) A written comment period (no public hearing is held).b) The Director may propose alternative rules or proposals in order to obtain comments on the different proposals.Ill.
